Bradley Adds Former SEC Trial Counsel Timothy K. Halloran to Government Enforcement & Investigations Practice

Bradley is pleased to announce that Timothy K. Halloran has joined as a partner in the firm’s Government Enforcement & Investigations Practice Group in the Washington, D.C. office. He was previously with the U.S. Securities and Exchange Commission (SEC) for more than a decade, serving as senior trial counsel in the Division of Enforcement for the last seven years.

Mr. Halloran has extensive experience litigating enforcement matters and conducting government investigations related to violations of federal securities laws such as securities fraud, insider trading, unregistered offerings of traditional securities and crypto assets, misleading accounting and disclosures, investment adviser violations, illegal touting, misconduct by accountants, and the Foreign Corrupt Practices Act (FCPA). He has also coordinated with criminal and regulatory authorities on parallel proceedings, including the U.S. Department of Justice and the Financial Industry Regulatory Authority, and has served as lead or co-lead litigation counsel on numerous matters across the SEC’s enforcement portfolio, including several high-profile and novel enforcement actions. His impactful and significant accomplishments were recognized by the SEC, and he was honored with the SEC’s Ellen B. Ross Award and the Law and Policy Award in 2024, and with the SEC’s Division of Enforcement Director’s Award in 2018 and 2023.

Prior to joining the SEC, Mr. Halloran worked as a partner in the white-collar litigation group of an international law firm, focusing on government and internal investigations involving the FCPA and other federal statutes, as well as matters related to the False Claims Act, and complex litigation in federal court, state court, and before arbitration panels. He earned his J.D. from the University of Virginia School of Law and his B.A. from the University of Virginia.
