Richard Cortés is a senior advisor* in Bradley’s Banking & Financial Services Practice Group and served as a financial services regulator with a record of enhancing industry standards in the banking and mortgage industries. His background includes working as a principal financial examiner for the State of Connecticut’s Department of Banking, where he led the mortgage examination and mortgage licensing teams totaling 10 people.
Richard’s work has resulted in significant improvements to regulatory efficiency, effectiveness, and risk mitigation, and trained hundreds of regulators in lending institution examination and licensing. He led the development and implementation of regulatory reporting (i.e., the Mortgage Call Report) for the mortgage lending and servicing industry allowing regulators to effectively and efficiently monitor the industry on a national basis. He also created industry-leading examiner training programs on the SAFE Act, mortgage origination, mortgage servicing, mortgage compliance and examination methods, significantly improving examiner knowledge and skills. His experience includes leading initiatives to enhance mortgage licensing techniques, improve examination processes, and strengthen multi-state collaboration.
In the private sector, Richard helps mortgage and financial services companies achieve and maintain compliance with federal and state laws. He provides practical compliance insight, while also being able to position clients successfully based upon years of experience in prominent examination matters. Richard is uniquely positioned to assist clients with navigating Mortgage Call Report (MCR) issues, licensing challenges, and implementing compliance enhancements to meet regulatory expectations.
